The Department of Information Resources (DIR) issued a Request for Offer (RFO) to solicit proposals from qualified IT vendors, aiming to establish a list of pre-approved providers based on demonstrated experience and client references. On October 24, 2025, DevCare was selected by DIR to receive a contract under the Deliverables-Based Information Technology Services (DBITS) solicitation. This contracting vehicle enables state agencies and other governmental entities to streamline the procurement process for outsourced IT projects. Rather than undergoing the traditional, time-intensive RFO procedures, DBITS allows Texas agencies to engage approved vendors directly to meet specific project requirements through deliverables-based IT services.
